Innovative Programs
The Innovative Programs formula grants allow recipients to use funds to benefit any and all student populations, in any and all schools. The funding is designed to support local education reform efforts that are consistent with statewide education reform efforts; to provide funding to enable states and districts to implement promising educational reform programs and school improvement initiatives based on scientifically based research; provide a continuing source of innovation and educational improvement, including support for library services and instructional and media materials; meet the educational needs of all students, including at risk students; and develop education programs to improve school, student, and teacher performance.

An innovative approach to drop-out prevention, the Success Highways curriculum is designed to develop students’ resiliency and motivation to remain in school and graduate. Through the program's written exercises, classroom interactions, and a unique assessment, students explore their current lives, motivators, actions, and goals.

| Help meet the special education needs of at-risk and high-need students |

| Success Highways drop-out prevention program was designed specifically to address the issues of at-risk and high-need students. The focus on motivation, skills, and goal-setting addresses the underlying factors that have been shown to be critical in student success. The program is aligned to standards in all states so that students are learning important core skills while participating in Success Highways. |

| Implement programs that rely on scientifically based research |

Developed by a University of Wisconsin-Milwaukee researcher, Success Highways has undergone rigorous testing over its seven years of piloting in two large urban high schools in the United States, as well as one high school in Italy.
Results from one US urban study found:
64% rise in learning retention rates
137% improvement in school attendance
52% improvement in grades
33% increase in classes passed |

Support programs to improve school, student, and teacher performance
|

Student improvement and thereby school improvement is demonstrated in our research. The program also supports improved teacher performance through a day-long training on Success Highways. Working with this program, teachers become more aware of student needs and improve their own classroom practice.
